While I know that it'll detract from the whole budget theme, for the sake of consistency I'd take out the druids in favor of sylvan caryatids.

Take out the giant growth's for might of old krosa. You'll see more turn two wins.
Getting one in my opening hand could potentially be devastating considering the heavy green mana costs of the baloth and the ooze. I think two should be sufficient.

I like this deck as well, however I like supreme verdict better as a main board card since the only thing wrath of god has over it (besides the more restrictive mana cost which is negligible in a control deck) is the fact that it can deal with Thrun. If this is a big concern of yours you could put some copies of it in the side board, but otherwise supreme verdict all the way.
Well considering each big fat green thing is a win condition in and of itself I would say pick which one you like the most. Add a few more clone type spells like clever impersonator or cackling counterpart. Then put in some card draw perhaps? Like say urban evolution (that has the added bonus of mana ramping as well) or like concentrate. Maybe some elves like elvish mystic? That way you can play harrow turn 2 or something. Those are just a fee rough ideas. I don't want you to stray too far away from your original concept.
I'd take out two dig through times and perhaps add two aetherspouts since it's a nice little board control spell for blue.
The deck just screams timmy. I like it. +1 from me. Although from my experience descent of dragons isn't too good. But meh, in this deck it's flavorful as hell.
Cut brave the sands to one or two since multiples past the first one are dead cards. Cut dazzling ramparts down to 2 and add some banishing lights or some oppressive rays. You need to have some kind of board control or you face the risk of getting blown out by one creature or some other permanent that you can't deal with.
I like this deck. It's straightforward and seems reliable. I'd recommend some banishing lights since they deal with so many things.
I like the deck idea. However, you need some things that cost less mana in order to make it to the later game. Also, since you're running khalni heart expedition, I recommend harrow over cultivate. That way you get your landfall triggers sooner.

Add ghostly prison. Staves off splinter twin combo.
Take out the assault formations. They do nothing for this deck. Put in some removal like devouring light.
