I just noticed you have 72 cards. Honestly, I think you should try to limit it at 60, especially since you need to combo cards together.
Equip Stuffy Doll with Guilty Conscience, tap the Doll to damage itself and therefore damage your opponent. At this point the Guilty Conscience triggers and deals 1 damage to the Doll again, etc.
Who ever said it was build around any one card ???

Interesting use of the Scepter. Be careful not to overdo it, though, just in case you need to do more than just tap the opponent out. Check out "Pixie Carousel" in my decks for something a bit similar.
Well, it's kinda hard to rate a deck with the Power Nine in there. It'd be far easier if it were a deck you could actually afford (without selling your car and putting an extra mortgage on your house, that is).

Ouch. Thrumming Stone allows you to CAST the spells you reveal. Of course, since ALL spells you cast have Ripple 4...

One trick I really like is championing a Spellstutter with Mistbind Clique and later Unsummoning the Clique to counter a spell :D

Indeed. Repercussion can be very intimidating, because at some point, whether he blocks your (first strike, +2/+2) creatures or not he dies. Oh, and Shivan Meteor usually removes any need for him/her to make the decision anyway.
Reminds me of my old Merfolk deck. I don't usually like tribal decks because they tend to just play creatures and attack and have little or no mechanic, only synergy. Endless turns, however, is always fun. You've got a lot of 2x creatures. Aren't you worries about consistency (drawing the ones you need when you need them ? The Harbingers are good but they use up mana and can delay you).
I tried something similar but after 1-2 times the combo gets a little old. It's good synergy, however.
