Whenever I do a budget multi colored deck I like to use the dual lands that come in tapped but gain you one life. In this case for U/W you'd be looking at [[Sejiri Refuge]] and [[Tranquil Cove]]. The life gain makes them superior to the other basic duals and they are still pretty budget at .45 ea and .19 ea respectively.Enjoy your deck!

That's a tough one. The card draw is super nice (especially in green). If it was me I would probably add the 4 dual lands and drop one each of the Abundant Growth and Utopia Sprawl to make room for 2 Snake Umbras. (Then playtest it and see how it goes obviously...)
With all those high CMC, [[Endless Horizons]] might help with consistency? It also occurs to me some umbra cards might be good in this set up. [[Hyena Umbra]], [[Spider Umbra]] (maybe for the sideboard?), and [[Snake Umbra]] jump out at me. What's definitely nice is that Totem Armor not only saves the creature but also other Auras on it. Just a thought.

The "gain one life" helps offset the coming in tapped, and they are very budget (just .15 each).

I love a fun theme deck!A couple of "Dancer" creatures might fit with the flavor.[[Satyr Grovedancer]], [[Shield Dancer]], [[Stratus Dancer]], [[Sword Dancer]], [[Wakedancer]], and/or [[Wind Dancer]] might all fit the theme, mana curve and mana base, and are not completely useless.[[Dance of the Manse]] seems like a solid fit too or perhaps [[Dance of the Skywise]] if you added more lower CMC creatures...[[Stensia Masquerade]] is an obvious fit but without vamps it does you close to zero good, sadly.Enjoy your deck!

I think a solid card in Soul Sister decks is [[Whitemane Lion]].It has the lovely bonus of being able to return itself when it resolves. So it's a creature you can replay over and over again for more Sister triggers at two mana a pop. It also can be used to save a Pridemate or Archangel or something from targeted removal if necessary.I would probably only run two here but I think it's worth considering!Another possible WinCon card that might be worth having at least a one off in the deck could be [[Aetherflux Reservoir]]. Not sure if it's a helpful or practical suggestion but [[blood celebrant]] can combo with itself by making black mana to drop your life to as low as you want for essentially just one mana at instant speed.Also, if you weren't worrying too much about budget, [[Godless Shrine]] might be a good fit considering this deck's relationship with your life total!Enjoy your deck!
Not sure how budget you're wanting to stay, but you can snag the Master's 25 edition [[Counterspell]] for just under $1.50. So grabbing a few isn't too big of a hit. Another good 2 CMC counterspell is [[Familiar's Ruse]]. With all your low cost defensive creatures having to to return one isn't so bad.Also if you were going to run dual lands, for budget decks I like to use the "gain 1 life" variety.
