Like, if I have 4 permanents that have extort as an ability, when I pay 1mana, it deal 1 damage or 4dmg? I need to pay 1 mana for each one of them or when I pay 1 mana it activates all the ability at once?

Hmm, nice, I would give it some changes
-4 crypt ghast (u dont need that much mana and he is cmc expensive)
-2 dimir char (shitty charm, in my opinion)
-1 aberration (4 is a little too much,dont u think?)
+3/4 fog bank (defense purposes)
+2 psychic strike
-2 way of the thief
+3 mind sculpt

+4 dragonmaster outcast
-4 flameblast
+2 fervor
+2 balefire ............or +1 balefire and +1 utvara if you prefer ;D

I would switch Chronic Flooding for curse of bloody tome, if you want enchantments..
I dont like stolen identity and downpour so I would drop them too
Add 2 more mind sculpt and 1 thought scour

Yeah, but its 2 cmc more expensive to cast ;/
I'm always trying to save mana for milling and putting creatures on the field to protect me, and undead alchemist is not cheap too haha
I actually had captain in this deck first, but I made a lot of plays and saw that wasnt good here, its better with diregrag ghould ;P
