stuff i would take out Mox Diamond (would be good in a 3 maybe evern 4+ color deck but with 2 it seems kinda unneccesary) Lotus Petal (again a little unnecessary) spellskite (im not 100% sure about this but i think the card cant have mana symbols in its abilitys or cost that differ from commanders colors so he might not be legal) hex parasite (seems to slow down vish without having trample wrath of god Life's finale black sun's zenith damnation nevinyrral's disk (since your commander is a build up kind of commander and you have some token spam id get rid of the field wipes tthey seem to hurt more then help and stick to single target kills) Umezawa's Jitte Sword of Fire and Ice mind twist sword of war and peace sword of feast and famine library of leng Isamaru blood ghast (they're good just doesnt seem to fit) dismember (just not as good as your other creature destroys) carnophage faceless butcher paladin en-vec Knight of the White Orchid fleshbag marauder silverblade paladin (just kinda eh) mortivore avacyn milkeas unhallowed (if you decide to go against my opinion and keep field wipes hes good but if not hes kinda eh too) i havent been playing magic as long this is just my opinion based on the commander youve chosen the only thing i can say is cut down your number of win conditions and that alone will get rid of a lot of the cards id think about adding something like whispersilk cloak from 2013 when it comes out make vish kal unblockable buff him up to 21 bam game won if you want you can check out my EDH decks there not as well thought out as your and i could use some pointers too because a lot of them arnt finished

honestly i feel like just the fact that theres a plague sliver justifies that slivers are over powered you dont see anything like that for any other creature type yeah a few good field wipes or a good control deck, but i like to play creature based decks with cleaver schemes behind them and i feel you shouldnt have to put specific cards in your deck just to deal with one type of creature and you can say whatever you want slivers are stupidly over powered like the sliver that gives them all shroud and make it so only slivers can block slivers then theres even one that makes it so its controller cant be the target of spells or abilities
well some of my favorites are call to the grave + thraximundar. call to the kindred is nice to get a free zombie every turn. theres the standard grimgrin and walking corpse which also buffs up thraximundar. then i use shepherd of rot's ability and undead alchemists together to start milling opponents and getting zombie tokens in the process. and if i get lucky enough my favorites to build up the land for something like grimoire or zombie apocalypse then use mirror-mad phantasm mill a good bit of my deck then bring all the zombies back. other then that its pretty straight forward.
i find that commander decks dont have to be extremely expensive to be good competitively and most of the really expensive ones you see are ramped up from out of print land that sells for around 100 bucks a piece ive seen an edh deck valued that was at 1800 dollars and it was practically the same as my dragon edh except for the land. the main thing about edh though is to focus on a scheme of some sort that revolves around your commander. with gisela id honestly think about doing a little more with instant/ sorceries considering she doubles your damage output you could finish someone off with a couple of strong instants. you might wanna think about looking back at other sets on a site where you can order cards and see what else would work nicely. also for an angel EDH kind of deck you might wanna take a look at the heavenly inferno commander deck. it has some really nice stuff in it and the three commanders it comes with are amazing i love kalya of the vast
hey you should check out my dragon EDH using scion it works perfectly for me and i usually have scion out at around turn 3-4 then 2 turns after that i can win the game through the 21 commander damage. you should try to find a draco and hellkite overlord they're extremely devestating dragons.
you might wanna think of adding a coat of arms or two to buff up those slivers even more and you could also add one or two of the shapeshifter ameboid changeling to work with overlord to turn your opponents creatures into slivers then stealing them you could also throw in a door of destinies. my friend runs a sliver edh with overlord as his commander and its pretty vicious once he gets that commander out and starts playying those dangerous slivers

also i have a friend that plays a pretty strong demon deck you might wanna think of something like reassembling skeletons and fog of gnats there low cost and you can keep regenerating them until you can get your heavy hitters
id cut two binding blades since theyre legendary also dread cacodemons are always fun black market is a good way to get a lot of mana mid game for the huge creatures possibly multiple demons per turn if you use your reavers at the right time
you might wanna reconsider phlyactery lich just because you dont have any artifacts i know you can pull them from graveyards with geth but thats more relying on them having artifacts.
any particular price range your looking at i could send you an older zombie deck i made that i turned into a commander deck.

i cant remeber the elves name but theres an elf with tap this elf put a 1/1 elf into play untap it and it gets -1/-1 my friend told me with coat of arms you can do infinite elf tokens but im not 100% sure if it works like that but
