I can see what you're trying to do. I ran a deck like that for a while a few years ago, so, I'll at least give you advice based on my own experience.

One thing I'm noticing is that you have a lot of 3 mana cards and no 1 mana cards - unless you get some sort of mana acceleration, which I'm not really seeing any that are legal in standard that fit in this deck, it'll be hard to deal with early game aggro. If you can get more cheap cards in, you'll still be able to throw up a counterspell while having mana to play some cheap creatures to help fend off attacks. Typically when I played, I would run into the issue that there was just too much to deal with by the time I got something big out myself. Another thing that I see is that there's no real way to finish off your opponent. With so few creatures and no direct damage spells, the run the risk of your opponent countering or killing off your only way to win.

I would cut out Tamiyo, Sphere of Safety and Terminus, honestly. They're decent enough cards, but too expensive if you still expect to have mana to counter. I would also cut Midnight Haunting.

So, -2 Tamiyo, -3 Sphere of Safety, -3 Terminus, -1 Midnight Haunting, -3 Arrest, -2 Plains

I would add +3 Doomed Traveler, +4 Jace's Phantasm, +2 Mindshrieker, +3 Cancel, +2 Islands

Doomed Traveler gets you a cheap creature that, in a way, can block twice. Jace's Phantasm is also cheap and takes advantage of the fact your counterspells should be filling up their graveyard. Mindshrieker can help fill their graveyard and also helps you potentially deny your opponent certain cards while also acting as a decent attacker. As to switching Arrest and Cancel, they cost the same amount to play and (usually) it's more efficient to simply send them to the graveyard instead of keeping them in play where any sort of disenchant will take away your arrest.
