Stasis makes opponent skip untap phase, Brine Elemental does the same. Fathom seer is like a one-sided howling mine. Court Hussar is more card drawing. So what makes this deck really go are the Vesuvan Shapeshifters. Once in play the shapeshifter can morph each turn into whatever creature you desire and the lock is on. Two shapeshifters morphing into Brine Elementals would force opponent to skip next two draw phases.The storage land, Calciform Pools, can make for a massive Gigadrowse thus tapping your opponents lands out which along with the Shapeshifter/Brine Elemental lock means no mana for your opponent. From that point it should be a simple matter to finish your opponent off.

Since there were two very different designs winning, I think the cards they shared in common should be a hint towards what actually works for mill... Here's what the two winning designs got in common: 4 hedron crabs 4 archive trap 4 visions of beyond 4 glimpse the unthinkable 3 cards giving slight card advantage (either snapcaster mage or augur of bolas) 2 cards discarding important stuff (either thoughtseize or surgical extraction)
