Hope this gets some looks I think it has some promise. Although going the blue route may be better with blue merfolk, but that deck is stupid exspensive!

Honestly, you need some counter spells. Remove Wingrafters, two Hypnotic Sirens, and Teferi (You are not that likely to see him any time you actually need him anyway as a 1-of) and add a playset of Mana Leak and three Spell Snare (or Dissipate). The idea is interresting though.
I'm picking up what you laying down I think the core is there just got to nail it down
You thinking a counter she'll around a devotion nugget?
A counter shell is probably the best way to go with blue devotion, since you have to keep you permanents from getting killed or else you cannot trigger devotion on Thassa. The best way to avoid that is to counter the kill spells.
Found a better combo that adds devotion and let me know what's coming and what deck they have! Telepathy and declaration of naught think this will work wonders!
Also added void age prodigy for another counter creature
It is interresting, at least for game 1. In game 2 and 3 you should sideboard telepathy out for hard counters though. Since you know what to declare. I am not sure I like prodigy though, I would rather have Daring Apprentice, he doesn't cost mana twice.
Gitaxian probe could be a good call card draw and the option to pay life then won't have to side it out game 2 and 3
added Grimoire Thief fits the exile theme with nightveil specter and counts as another counter creature, waiting for the cards to come to play test.
Changed up a few cards and the deck is playing lights out now, please add suggestions if you can think of better card choices
I have to agree with some of the comments already made. Since you have access to blue, you will need some counterspells to slow down your opponent while you stabilize. Mana Leak, Negate, Spell Pierce, etc. - pretty much everything that's already been mentioned. - especially because you can be sure green-based decks will sideboard in Choke and if you don't have Declaration of Naught out already, it'll wreck you. Nice deck overall! =)
Thanks for the comment, I do have 4 counters with Judge's Familiar and 4 more with declaration of naught, both of which add devotion. The problem I am finding with hard counters is they add no devotion and take up room in the deck that is needed to pop off. Not sure what to remove to get in more counters without hurting the devotion mechanic of the deck.
switching the deck up to try a wizard theme. With all the ability the added wizards have I dont need to waste slots for counter spells since they are built into the creatures. Will play test and let you know
Added some artifact awesomeness in Wurmcoil Engine and Steel Hellkite plus three treasure mages to tutor them
