I can't echo this enough. This deck needs 24-25 lands to consistently drop most of these spells. -1 Tamiyo, -2 Crippling chill +3 lands AT LEAST. This puts you at a casual level. 2 more to be at a competitive level.

I like Dismember for consistency. And as for my 2 cents: Love the deck, but Keeper should definitely be switched for Olivia if you're playing in a Modern atmosphere. She is quite the useful creature in many scenarios, at least go two and two with them.
Is 4 Chandra in the sideboard too much?
Also, Evolving wilds effectively thins my deck by 1 extra land, giving me extra odds of revealing an instant/sorcery instead of a land for my Galvanoth. :D

Cool build with the glint hawk and Jouney to Nowhere. Have you seen Otherworldly Journey? It does the same as journey except the creature comes back with a +1+1 counter. If you consistently use the journey on your own guys and not the opponents, this could be a crucial switch, giving you the upper hand in the skies if the relic quest is fruitless.
That is correct. It's all about the odds of your best card on top, or bottom of your deck. You want less cards between you and that best card.
I have won both games so far! :D This is a clutch deck. Really comes back from the brink.

Why not 2x volt charge, 2x shock? It's still instant, and only 3 for 3 damage. Nice deck though!
Love the concept man! Great, fast build. one question: Whats up with the Undiscovered Paradise? haha I don't understand why not another Swamp? Is there a reason for this land?

NEEDS Grand Architect, I don't run anywhere near this many artifacts in my Heartless and Grand works out GREAT in a pinch. Otherwise, great deck!
