The basic idea is that Uba Mask neutralizes all draws for your opponents except for instants. If you have Uba Mask in play, and you use Cephalid Broker's ability on your opponent, he will exile the top two cards of his library, then discard two cards. On the other hand, if you activate a looter's ability with Uba Mask in play targeting yourself, and if you have no cards in hand, then you'll exile cards from the top of your library, and you won't have to discard anything, and you can play those exiled cards.The basic idea is to use this combo, and use bounce spells and your looters to destroy your opponent's hand.
