Casually, yes, I would assume, since it says "outside of the game."However, competitively, they only let you grab from your sideboard.

One of my favorite cards is Phyrexian Obliterator. He's so amazing and problematic.5/5 for 4 totalTrampleAND when you do damage to him, you have to sacrifice permanents! He's awesome
I like the scry and all, but what about Hinterland Harbor instead of the temples? I think having a dual land that would be untapped could possibly speed the deck up. Scry is helpful, but I think you might get more use out of the speed. Also, I agree with the above about adding a bigger sliver as an extra win condition. As I have never played slivers, I don't know what would be bestm but I really like the idea of the doublestrike slivers.Anyway, just a few thoughts! Great deck!
If you aren't counting the sideboard toward the overall cost, Dawn Charm would probably fit well (and is very budget friendly). I would say to mainboard it, but it only seems useful some of the time or against certain decks. You could use it as a Fog for all those times there's a bunch of fliers that you can't deal with (or the random unblockable stuff or other aggro decks, etc.), it could help you survive a boardwipe, and it could help keep things like edicts and burn spells away from you.Just a thought.Oh, also, I second the motion to consider Brave the Elements.
Not suuuuuper budget-y, but what about Soldier of the Pantheon instead of Elite Vanguard?
Thanks for the input!I'll definitely add some Putrefy, but currently, the mainboard is all I have for the deck, so it will be a slow process, but I'm getting there haha.I'd like to get Abrupt Decay and Maelstrom Pulse in there as well at some point.
Sorry for the super late reply, but Kokusho IS legal to use in your deck, but NOT as a commander.
Skullclamp could be fun for the 1/1 faeries generated by Oona. It would give you a lot more draw power, too.
I don't know what format you're going for (I'm assuming Legacy and/or casual), but have you considered the Duskmantle Guildmage/Mindcrank combo? Seems fairly easy to pull off, especially with the rest of your deck.Have you considered Watery Grave? I understand why you might not include it (comes tapped unless you lose 2 life and you have very little defense as it is AND need speed), but it could possibly be useful.
Unless there's something I'm missing, Surgical Extraction is kind of a wasted space. Part of the amazingness of the card is that it takes all/most copies of cards out of play, but in EDH, there's only 1 copy of each card.Maybe add a Breaking (// Entering) instead if you're going for mill.
Whispersilk Cloak could be good, as well, if you don't care about staying in Standard.
Wow, that's a really good combo with Master of Cruelties. Nice one!Rogue's Passage might help a lot here.
How the heck does Force of Savagery work normally?
Lingering Souls from Dark Ascension would fit well in here
If you are buying from TCG Player, try using the "Optimize" tool. It's worked wonders for me with saving on shipping. The first deck I bought from there was going to be $55... $30 of that being shipping... After I optimized the cost, I got the whole deck (minus some singles I got from friends and the local card shop) for about $21.In relation to your deck, I'm not too familiar with Bolas decks, but so far it looks pretty solid. I'm not a huge fan of Slumbering Dragon, though. I'm not sure what I would replace it with, however. A tutor card might help, but I'm not familiar with Standard, either. Sorry =/However, if you don't stick with standard, Diablolic Tutor and Beseech the Queen are pretty decent for helping you get Bolas (and on the cheaper side, too).Feel free to take a look at my decks for any ideas. No promises they will be helpful, but there's a possibility hahaGood luck!
Thanks for the advice! I have no snow lands, so Cover of Winter doesn't help much (I do like the idea of that, though). I like Luminarch Ascension! If I could get a few of those, I think they would be good to have. I don't really have much of a win condition in this deck, so that will help a lot.
Unless you are playing against people that use Planeswalkers, I'd suggest Hissing Miasma instead of Blood Reckoning. It does the same thing (nearly) and it costs one less mana. Also, I would use 4 Gatekeeper of Malakirs and 4 Vampire Nighthawks.Gatekeeper is pure card advantage - not only do you get a creature, you also make the opponent sacrifice a creature.Nighthawk - just plain amazing. Flying, deathtouch, AND lifelink? Yes please! Also, it combos well with Dark Rit.My deck kind of has a similar idea. Take a look and see what you think: http://mtgvault.com/vile/decks/lifeless-in-black/It was built on a budget and seems to fair well against other people of varying skill levels.
Dark Banishing and Rend Flesh could come out for things like Murder, Go for the Throat, Doom Blade, Chainer's Edict, etc. - they might be a little better and cost less (mana and perhaps money).
Just a few suggestions:- Essence Drain: The high cost just doesn't seem worth it to me. If you want the life loss effect, I'd suggest adding another Bump in the Night.- Rotting Fensnake: I'm not a huge fan mostly because he does not have an ability. For me, if I spend that much on a creature, I'd like him to have an ability. If possible, I'd switch him out for a low cost black creature like Tormented Soul (unblockable is really nice)- More Vampire Nighthawk if possible... that card is just too goodDual lands might be useful, as well.
