I am fairly certain that only cards exiled by Karn return to the battlefield when the game restarts. But thats still a lot of exile, maybe throw in a mind unbound.

More than likely use a bunch of counters from a sideboard that i havent done yet and drop our CC and HB and verdict. 9 counters should really unfun someones day.
