look into memory erosion and sanity grinding

theres that new mill creature, nemesis of reason, in the alara reborn set. i have a bunch of great mill cards in my mill deck, you should take a look at that for some ideas
the reiver demon is great card, you should sideboard it instead of maindecking it and use it agains hoard/token decks. i also feel you should put in more cards that would tap opponents creatures, making them easier to kill and preventing them from taking any shots at you. look into cards like Koskun Falls, midnight charm, mind whip, Paralyze,Rathi Trapper, or words of binding
add swarmyard so you can regenerate your beefy rats
instead of having all these separate combos you should try and focus on one really good combo and work off of it by adding cards to ensure it can't be broken. i just built a new deck around a Seizan, Perverter of Truth/solitary confinement combo. its the main combo of the deck with other cards like dash hopes and oblivion ring preventing any threats from breaking up my combo.
i recommend taking out lurking informant, replacing it with Cathartic Adept. you get the same effect only in the form of a cheaper one drop. jace might look like a good card, but its really ineffective. if you get him out turn three you wont get his ability till turn 7 and every turn you would be giving you're opponent to chance to top deck a threat, since mill decks can tend to be slow and fragile. look into sanity grinding. its the same cost and can be just as devistating since you are playing heavy blue. also there's a crazy new mill card next set that will go good with this deck. i see the royal assassin combo with icy. you might want to just take them out in favor of something like memory erosion, because you have counterspells to ax any threat and the assassin/icy combo really doesn't fit this deck. try some dual lands, i.e. underground river, if you can spot them, so you could increase the islands cause you need them more than swamps. comment/rate my decks if you got the time
you can't actually do the demigod combo the way you want to. you have to play one of them at the full cost to get all of them from the graveyard, it doesn't work if you dump them all and reanimate one to try and get all of them. you should play with 4 and dump three to the graveyard then tutor or something to get the last one, then you'll have 4 demigods and game in one blow.
Awesome deck
the wolf skull shamans seem like a shot in dark, it would be better in a deck that has more elves, but here it seems a little out of place also you should look into tundra wolves - a 1/1 first strike for W
