I'd put more emphasis on the temple bell than on the original, howling mine.
Controlling when draws happen can become really important.

As an example if noxious revival was in your deck and an opponent was casting a key spell that would kill you, you could respond by reviving dawn charm to the top of your deck then draw it with a bell and counter the spell.

Noxious revival can also be used to stall the opponent, by putting something stupid on top of their deck before both of you draw.
