Deck Description

How can I make this deck more interesting while keeping to Scars Phyrexian cards, and without adding anything super expensive? More colors? My budget caps out at about $14 for the whole thing

I dunno, it just doesn't seem exciting enough for me to ever actually put the money down to buy it.

Deck discussion for Phyrexia

Let's start with Elesh Norn, Grand Cenobite and Skithyrix, the Blight Dragon.

Choking Fumes is an excellent card, and if you're going to run a -1/-1 strategy or poison strategy you should definitely run contagion engine as well.

If you want some ideas try looking at this deck that I built, it's certainly not budget, but you might get some ideas from it

If you stay W/B I'm definitely fan of priests of norn

If you choose to go with other colors, you might consider a deck along these lines, although i realize its not solely Phyrexia cards, you might like the premise
