The hope is to pray on Glee Combo with your high removal count, Gruul with Rats + Analysis, Dimir with more 2-for-1s, and creature / control decks by going over them while having access to very high amounts of disruption.Divest trades 1-for-1 with cascade creatures and things like Mulldrifter while also providing some much needed curve smoothing.
