A working dimir mill deck for modern.Shit worth talking about:Curse of the Bloody Tome: This usually mills for about 10 which is really good and the earlier you play it the more value it gets you.Jace's Erasure: another card that will mill them for a bunch during the game, this one is weaker than Curse of the Bloody Tome but it still has a pretty big impact most games. Plus Pilfered Plans and Thought Scour jsut got a bunch better.Breaking // Entering: while not glimpse the unthinkable this does the milling job just slightly better than most spells.Mind Funeral: The best mill card out there... It mills 2 to 20 cards with ease.Pilfered Plans: makes sure Jace's Erasure stays relevant and gives you cards to mill them.Nephalia Drownyard: REACH!Crux of Fate: cuz creatures are a thing, you know...
From turn 1 till turn 4 you just mill them, on turn 5 you Crux of Fate or you just mill them some more till you win.The good matchups are the slow ones, the ones in which you won't die on turn 4, the ones that don't run Laboratory Maniac and the slower "fair" decks.The bad matches are the ones with Laboratory Maniac, the really fast decks and decks that can win with a combo out of nowhere.My budget decks are supposed to let you have fun! Which is what i think MtG should be about, i try to make these decks as competitive as possible while still leting you to have a blast while playing them. If you can make your friends to spend around 50$ you could buy 2-4(some of my decks are under 10$)And some are over 50) of my decks and make the experience even richer! Also don't just copy the whole deck(you can, but if you can improve something DO IT!), if you have a better idea pls let me know, i can't always make the perfect deck and sideboard. Again GL and HF!

From extreme experience with taplands in mill, I can recommend you to cut down to only 2 dismal backwaters. If you want this to be budget, try out river of tears which makes mana a little complex but is a great fixer. (I recommend 2 of these as well)

What about Drowned Catacomb? It's cheaper and most of the time it will come in untapped.
Drowned catacombs are doable, but it takes heavy testing to see how many can be added without slowing down the deck. However using too many special lands makes for vulnerability against bloodmoon.
