70 cards is usually the magic number for me plus precinct captain isn't my style of play. However Preeminent capitan is a card that i would put in to get extra manpower into the attack. Because then I could throw out a captain of the watch and get 3 tokens if needed. also this is a solider tribal deck so I didn't want regular humans other than the medic and captain of eos
