Gaea's Herald. I'm just full of ideas.
And just another thought. I would 100% run the greaves over the whisper silk cloaks. You leave yourself a turn behind in damage if you have a cloak on the field instead of greaves.
I made a r/b myself. Still looking for cards to tweak it with though - but thats half the fun.
I would consider Immortal Servitude to help against board wipes. You can cast it for X as two and get your manawefts, predatory, sentinal slivers and the guildmage back in one spell if need be, or X as 3 or 4 if you need a syphon or bonescythe back from the grave. Just a thought.
My suggestions are Lava Spike and Rift Bolt. You may tilt your head at Rift Bolt, but its actually quite strong. You can suspend it for 1 red, which most certainly isn't as good as being instant, but its still 3 damage for a single mana, and can make your opponent hestitate over casting their combo creature cards with a suspended rift bolt floating in their face.
Eater of Days.
Sadly it's only standard legal for another 11 days - otherwise I'd totally playtest this at FNM for giggles.
Using Pandemonium is also a great choice. It can also hit you but your deck will almost absolutely make more using of it. It also helps ping off their combo creatures while you're doing your thing or another kill option if you don't draw fling or thromok
Well, shit.
Torpor orb is hilarious with Vexing Devil.
If you have a moment I finished the first version of a silly new standard, if you wanna take a look:http://www.mtgvault.com/taelzos/decks/uw-elite-mill/
I know you're trying to keep this cheap but something like green sun's zenith would help grab a orochi or fyndhorn when you need to fix up the combo - only suggestion I can come up with.
That'd be it. Knew I was being stupid.
Well I updated the deck to as it stands now. I've forgotten a couple cards but w.e I'll figure it out later. You can take another look at it if you'd like.
Faiths Shield is the best easy pick for a sideboard as it stops any type of control or kill except globals and counters. Its also funny when you game someone by them accidentally triggering Fateful Hour. You might want a Rest in Peace as well for those few decks that it cripples.
Also if anyone knows of a better or more themed card to easily throw counters onto Warcaller that is in modern, let me know.
Thanks. Removal is definitely an issue which is why I have faith's shield sideboarded in order to prevent a total asskicking,
Supreme Verdict
If you need to look at another Rafiq deck for some ideas, take a look over at mine and see if theres any cards that interest you.
