Don't play Telemin Performance, it's really bad. Instead check out Sunscour.

It's supposed to be budgetish
Decklist looks fine as is Primal Surge and Song of the Dryads would be good
my list actually changed slightly but it works very well, I don't see that as an issue
Great recommendations!
It was in there but I cut it because Contamination is more consistent
If there was any card to get banned in multiplayer formats- it would be Trade Secrets. Nothing like teaming up with an opponent give some other opponent the boot by drawing too many cards.
If you're gonna play Crucible, might as well play Shard Volley.

I wish I knew Fallow Earth Existed! Check out mine: http://www.mtgvault.com/systemscsnake/decks/mono-green-control-legacy/
I just wanted to know because the budget is quite high for a casual deck, a nice card (for casual) would be Demonic Tutor maybe instead of NIght's Whisper
Is this deck intended to be Legacy competitive or just casual?
Update: M15 is out! Unfortunately despite the utility of Silence, I haven't had too much luck with the card. Threw back in Mutavault, didn't think it was a good idea to take out anyway, and added in Ajani Steadfast. Best emblem by far, his ult can pretty much secure a game, and his -2 helps ridiculously. Added in Wall of Essence, unique benefits against an aggro matchup for sure.
Void Snare?
Mana Barbs is intriguing but it is in fact 4 mana which is kinda slow :(, another Boros Reckoner is considerable but I would need to have 4 Reckoner to begin with.
Battlefield Thaumaturge makes my burn on creatures super cheap! I'll replace Hour of Need though with something else
The point of Blood Moon in the main deck is to shut down your opponents land base. Most modern decks that are "Top tier" usually have an excess amount of nonbasic lands, of which do not include red as a color. Ergo, Blood Moon makes your opponent unable to cast spells.
I did have it but, the deck actually performs fairly well without it, and I can't put Eye on it which is discouraging. Thank you though!
made some big changesAdded Angel of Serenity: Ridiculous card advantageAdded Silence: Necessary turn advantage, makes it so my win con can't get countered, endless usesMoved Eidolon of Rhetoric to sb: Limited uses however does great against slowing down weenie aggro and burn, makes sense to be SB.
That's not a bad idea!
