I would suggest that you splash green for Ooze flux so that you can remove the +1/+1 counters from your undying creatures allowing you to sac them again.

I think that your best bet here would be to have 2 of each of the planeswalkers and by adding some draw power.

Your biggest problem is gonna be with land. You are relying on drawing an axebane in order to play 2 of your planeswalkers and the diabolic tutors. You could always turn this deck into a mazes end plaeswalker deck. 2 of each gate and 3 or 4 mazes end. Your defenders will be helpful and you can add more cards like hold the gates and crackling perimeter to help keep you alive and dealing damage.

You have until Theros for M13 and innistrad block cards so you could still use cards like Tamiyo etc. And some other great defenders. However, you may also want to add cards like seraph of the sword as it can deal damage as well as basically being a wall.

I find that this deck just make's no sense. It's two decks thrown together to make this awkward thing. You've got blue / white control mixed with green / white swarm. It just doesn't work.
Against fast decks you'll be dead before you can get out all of your large drops.
Against control you'll lost because thy're control is better than yours

if you want to pull of the swarm control combo you need to make it so that your creatures aren't affected by the board wipes. Add Ready // Willing for the ready bit to make your creatures indestructible.
Your playing dungrove elder but your not playing mono green. Explain. remove and add another creature like loxodon smitter for more consistency. There is a new mana producing elf coming out in M14 and along with llanwar elves you will be able to mana ramp much more quickly using them and the elvish archdruid, so you might want to consider that.If your not playing standard you may want to consider Omnath, Locus of Mana as he will be able to benefit greatly from all of that mana producing power that you have in your deck.

I think that the best strategy to win with this deck using the stuffy / guilty conscience combo would be to use black or blue tutor cards to get those cards into your hand and battlefield. Then you can win much faster and the deck would be much more reliable.

The other thing that you need is more control. board wipes like mutilate, wrath of god, judgement day, supreme verdict etc. As long as you can keep your planeswalkers on the field your gonna be in a strong position. If you get to the point where every time you play a walker it gets killed then your not gonna have much fun. So if you can get rid of all creatures every now and then that would help. Also add kills spells (murder etc.) for late game, getting win conditions like vraska's to get through

I would start off by switching your commander for progenitus. With your current commander all of your planeswalkers would die as soon as she dies

take our spike Jester (will be killed by heartless) and rakdos (doesn't benefit from heartless). Add murders, searing spears, blood crypts, mizzium mortars etc.

I don't think that this deck is particularly good. You say that this deck is for tournaments but you've got a spend of $8. So for improvements I would start by adding the land (godless shrines and isolated chapels).
The main problem with this deck is that your only win condition is from extort. Cards like obzedat and blood baron of vizkopa are an absolute must in any orzhov deck at the moment. I would run 2 obzedat and 4 blood barons. Then you have no kill spells, so you should be running 3 or 4 murders and then maybe just put in a griselbrand for the hell of it.
Also, add cards like sign in blood or underworld connections so that you can get some more draw power with all of that life you'll be getting.
Final, add tithe drinkers because they are just an awesome 2 drop

I would take out the warleader's helix's and add another spear and 3 silverblade paladin's. Paladins are great soulbonded to anything that you have on the field.

First, add temple gardens. Second remove midnight haunting and add lingering souls. Add isolated chapels so that you can play the flashback cost. I would only run 2 parallel lives and 2 intangible virtue. You could add arbor elves and then some akroma's memorials or collective blessing (works well with trostani)

One thing that I would definately do is replace increasing ambition with diabolic revelation. Also remove sire on insanity for a card like charmbreaker devils that will benefit off of all the instants and sorceries in your deck.
You could also consider running snapcaster simply for their excellence in any deck with blue in them.
