I was looking through cards, and saw a level up card, so I decided to make a deck with it. Proliferate always helps since it reduces haw many times you have to pay the costs. I always try to keep under 30$.

Cool deck! I would probably remove Kabira Vindicator since Time of Heroes does the same thing but only costs 2 mana instead of 19 to get all the way to level 5. I would replace it with Training Grounds, since that will reduce the cost of leveling up by 2 mana.

Way too expensive. Puts this at almost 40$ and I try to keep decks under 30$. Any other suggestions?
I didn't realize Training Grounds was so expensive. Turn to Mist might be fun to shift your Venerated Teacher's out and have everyone gain more levels, but shifting a level up hero will cause it to lose its counters, so don't do that. Hyena Umbra might be good to protect creatures since you are sinking a ton of mana into them and offers cheap protection.

I had that in, but cut it for spacial reasons. Probably could have put it in when I cut Kabira Vindicator .
I would replace negate with Mana Leak, remove the Student of Warfare and add another Transcendent Master.I'd also remove at least 2 Decommissions for another Transcendent Master and Contagion Clasp/Enclave Cryptologist.
Like I said in the description, I try to keep my decks under 30$, so there's no more room for more Transcendent Masters.

I've fiddled with the level up ability a lot, and shifting the deck to Esper will really help. Also, you rely too heavily on having a creature with level up stay in play which will make you very susceptible to removal. Just value spells should help the deck a lot more (Like Serum Visions, Cryptic Command, Remand, Path to Exile, Declaration in Stone, etc.) and make it a lot less clunky.
I'll try to for in a path to exile since I have one, but I try to keep my decks under thirty dollars (though I'd be willing to go a dollar or two over) and this is pushing it already. Any cheap value spells you can think of?There's a similar problem with making it esper. The mana base would be too hard to make cheaply. I'm thinking of making a non-budget version, so do you think I should make that esper?
Putting a 30 dollar limit on your decks is really going to hurt them. 50 dollars would give you much more room to breathe. Also, if you are going to do a non-budget list then esper is the way to go. You will get more creatures to utilize and better planeswalkers if you want to go that route with the deck. It has a lot of potential to work in most metas given the right spells.
I've updated the deck to be Esper. There's definitely some black cards that still should go in here, but I wasn't quite sure what, so I just added a few.
Champions drake, thrumming bird, and time of heroes should come out cuz they are only gonna clog up your strategy when you don't have out a level up creature.
I want to have some proliferating, and I want to include Time of Heroes, but I'll take out some.
Proliferate is too slow for modern, so you should stray away from proliferate effects and just put in either hand disruption/draw power/creature removal/counter magic which will help win the game.
