The milling is to enable graveyard-based extraction. 2 card slots for consistent milling potential is quite efficient. Caged Sun is for milling as well as for the Sadistic Sacrament kicker. It also enables Exsanguinate as a finisher.

I have made a more simplistic Blue/Black Extraction deck before using cards like Lobotomy and Circu in the past. It was pretty fun, but lacked the oppression and ramping speed of a mono-black deck since Dark Ritual, Cabal Coffers, Hymn to Tourach, and Gatekeeper of Malakir generally are only playable within a reasonable time frame in mono-black. I wouldn't be concerned with removing multiples of Jace and Chandra. In a 100-card deck, its highly unlikely you'll hit both with a small time-frame.
Touch of the Eternal is REALLY risky in here. A single board-wipe could drop you to an extremely low amount of life and no way to defend yourself. Personally, I would take it out. If you're looking for some life-gain to try and keep yourself alive for some reason, I would definitely look more towards Lifelink.
The first big thing is going to be to try and consolidate more copies of individual cards. Running lots of singles is really inconsistent, especially in control. Besides that, you either need to find some more crowns, thrones, and sceptors, or just leave them out.
Counterbalance is a little bit weak in here since the mana curve is pretty low. I would consider either adding ponders to try and help tutor your top card for it, or take out one or two and replace with another counterspell and someother form of control.
Yeah it's got some serious problems with some matchups, but honestly I still love it just because it risks absolutely everything to win in the first few turns. It's ballsy and I like that since I think it's a refreshing style in standard. Thanks for the comment man :)
That is a good point. Having him in your opening hand is both a blessing and a curse. Obviously 6 mana is a lot, but I can generally get it out fairly quickly. Obviously the main benefit is the land you initially get, but also puts into play a serious blocker that should fend off considerable damage the following turn, hopefully not requiring a fog-effect that turn. Then the next turn I have the decision of keeping him untapped for another round of blocking or swinging for 2 lands and the potential of killing some creatures (although smarter players would probably take the damage directly). If you have any alternative options for him, I'd be completely open to them, but for right now, I simply can't =/
I do like this deck a lot, but I have to concur with some of the other comments regarding this being the "best deck in standard". The problem is, when you look at tournaments, the people there who perform well are consistently talented, smart individuals. THAT is why they consistently do well in tournaments. Considering the fact that most of them post their decks online after they compete, any player has a decent chance of rebuilding the exact same deck and competing with it. If those decks are truly "the best", then consistent qualifiers for high-level tournaments would be consistently beaten by people who simply buy the best decks out there, which certainly is not the case. Therefore, the decks they play with must be treated with a certain level of skepticism. Are they really the best decks, or are they highly versatile decks played by highly talented individuals? We must refine our view of what being "the best deck" actually means. By all means this is a powerful deck, but the true means of the deck comes down to who's playing it as well as many situational factors. Conclusion: Try not to overemphasize the greatness of any particular deck. They are always shifting and changing to meet the intellectual levels of the people playing them. Think of them more as tools used by professionals. Some prefer different kinds that may, or may not be the best, but factor directly into how they want to play and how they can be successful.
Throwing in 2 cards with no real theme behind it just to continue the Venser blink cycle is still pretty damn similar, which is what I said. And I was not even referring entirely to my own deck. Like I said, I've seen dozens more just a few cards off of what you had.
Both Rusalka would be good for a sac-engine.
Sun Titan would be a beast in here as would some kind of sac engine. Your humans that need to create spirits would be sacrificed to gen tokens and then Sun Titan can bring them back.

Caller of the Hunt and Brass Herald both need Ashes of the Fallen sadly =/ Believe me, I wish i could take them out XD I'm really confused as to what 4 cards are missing but ill take a look
