Based on cards I actually have access to. (Super Budget).
Land. Land. Land. Counter. Land. Land. Counter. Land. Elspeth. Accept Resignation.

So many ways to run three color control decks. It's really hard to decide what to run. Your counters are good at five but I'd put in more Azorius Charm. Personally I love that card but Esper has access to more removal so I can understand why you'd run one. In my deck I run 3. Also guessing those Whelming Waves you run would be Supreme Verdict? Another thing is your land set up. Nothing wrong with it but in three color control you want to have 26 land at least, but if 25 works for you then keep running with it. I wish I had Blood Baron for my Esper build but sadly I don't. I rely on 3x Elspeth although I should put in 1x AEtherling. Solid build for budget. Once you get the cards you need it'll be an awesome deck. Esper, or any control deck is very good to run.

Thanks. I was planning on running more land, but as it is now, I can hit my land pretty well off 25. ill definitely try it out more and try to see if it needs re-adjusting.Yes the wave is in for Verdict ^__^ hard to find those things nowadays.I think I might put in more removal in the form of Hero's downfall instead of something like ultimate price as well. Azorius charm is something that I'm adding, I just had to get a few from some friends that are supporting it :DBlood Baron has been running real well, though I plan on changing him into an Obzedat, Ghost Council because that guy is crazy good and hard to get rid of.Thanks for the comment and feedback though, appreciated :D
