It is legal and both Planeswalker have their own signature spell:

906.4 Each deck has an instant or sorcery designated as a "Signature Spell". The Signature Spell must fall within the color identity of the Oathbreaker. This designation is an attribute of the card itself. The card retains this designation even when it changes zones.
906.4a The signature spell may only be cast when its Oathbreaker is on the battlefield under its owner's control.
906.4b When using the Partner mechanic, each Oathbreaker will have its own Signature Spell. Each Signature Spell is limited to its Oathbreaker’s color identity.

Created a variant (Orzhov) legal in Legacy/Vintage: https://www.mtgvault.com/somaro90/decks/cycling/
Having 3/4 copy of Fluctuator and/or Mortal Combat it can be that you will start cycling and end up with 2 fluctuator/mortal combat in hand without any other card to continue the cycling.

Street Wraith to draw the land if the opening doesn't have any
Cycling creatures with just 1 cost
Shadow of the Grave + Fluctuator, 1B to draw 2 cards for every cycled card

I think you should add some Counterspell, Negate to prevent Stubborn Denial and Kolaghan's Command to destroy the bridge.
Surgical Extraction sideboard and Fatal Push in to stop Affinity and Death's Shadow
Maybe Serum Vision in for scry and find Ensnaring Bridge earlier.
Gurmag Angler (max 2) and Inquisition of Kozilek (max 3) could be of great help to stop your opponents creatures and counters
SIDEBOARD: Maybe Grafdigger's Cage (only 1) in sideboard for Snapcaster Mage instead of Disenchant.
The Leyline are strong but i think only 2 copies in sideboard is enough.

Show and Tell is useless you can't play Nicol Bolas...Without proliferate the Lighthouse Chronologist is not that strong in this deck

-4 Show and Tell +4 Blightning
-2 Lighthouse Chronologist +2 Waste Not
-4 Brain Pry +2 Wistful Thinking +2 Consult the Necrosages/Gurmag Angler
-2 Nicol Bolas +2 Murderous Cut

Blightning/Wistful Thinking + Liliana's Caress = 7/8 damage at 3rd turn.
Murderous Cut/Gurmag Angler to defend against fast decks creatures
Waste Not gives you so many cards to draw and black mana to play cards like Distress at 0 cost
I prefer Gurmag Angler but Consult the Necrosages is a better choice when both you and your opponents have 1 o less cards in hands.

I suggest to take the white out and put the red with Blightning, Terminate, Kolaghan's Command

Maybe you could add the green and win with Biovisionary.
Cards that Help: Cackling Counterpart, Parallel Lives, Cultivate, Kodama's Reach, Rampanth Growth (to mana ramp and have more chance to draw the right cards)

a Standard budget deck that is even competitive. Renegade Map + Renegade Rallier is a wonderfull play....
Maybe -1 Stasis Snare and +1 Declaration in Stone the 2 white mana are kinda of a problem when you have forests and 2 Stasis Snare/Solemn Recruit in hand. There is a risk to not play anything.
Probably it could beat Zombie and Marvel with some problem against Mardu Vehicles.

Only 2 of your creature doesn't have infect take out Glistening Oil, Tainted Strike, Triumph of the Hordes.
This are some cards that are really good in Atraxa Commanders:
Cyclonic Rift, Putrefy, Mortify, Utter End, Anguished Unmaking, Eternal Witness, Spike Weaver, Steady Progress, Fuel for the Cause, Duneblast, Diabolic Tutor, Cultivat, Kodama's Reach, Rampant Growth, Farseek, Treasure Cruise, Citadel Siege, Vraska the Unseen, Venser, the Sojourner, Ajani, Mentor of Heroes, (basically any planeswalker)

In Standard at turn 4 having a 80/80 or a 28/28 is the same. In my case you use less cards: just forest, mountain or Attune with Aether) , 1 Aether Hub, 1 Built to Smash, 1 Highspire Infusion; but you are right the BEST case scenario is the one you describe.
