I added a playset of 4 Consider, I don't want to add too many because Opt and Consider lose some of their value when Frenzy is on the board because drawing a card doesn't do much. The other thing I was thinking of was adding one or two Experimental Synthesizer, it can be tutored by Saga, costs one and the card that gets impulsed can be played with Frenzy out. It can also filter the top card of your deck like Codex Shredder does and creates a blocker which this deck is somewhat in need of. The downside is that it and its ability are cast at sorcery speed and exiling a Counterbalance early game seems not great

Deafening Silence is valid, the new High Noon could also work really well because, as you said, red/black can't do well against enchantments. The problem with scam is that it does a lot of what it wants to do on turn one, which makes it really hard to interact with. Grafdigger's Cage and Veil of Summer can stop the Grief engine when you're on the play, but when you're on the draw, Leyline of the Void is the only thing I can really think of that beats it
I just threw together a fork of this deck: https://www.mtgvault.com/smeffy/decks/counterbalance-modern/I thought it would be cool to use Experimental Frenzy to see the top of your library and manipulate the topdeck with Codex Shredder alongside DRC and Mischievous Chimera. I'm not super familiar with the modern meta, I haven't been following it closely just because all the domain and scam decks are really boring to me. I also put together a sideboard, Brazen Borrower can deal with Leyline of the Guildpact in domain matchups and set you up for a later Spell Pierce. I expanded on the Urza's Saga toolbox as well, with the new Lavaspur Boots and a few more cards in the sideboard. Let me know what you think, I haven't built a modern deck in a long long time though
Make sure you have something that wins against scam decks, gotta be the most boring deck to ever touch the meta. Veil of Summer works nicely, you can also keep a five-land hand with a Loxodon Smiter but that might be wishful thinking
Selenia, Dark Angel is a good commander for this type of deck, if you put multiple activations of her ability on the stack you can pay your whole life total. Reverse the Sands, maybe?

Cool deck. If you're willing to go for some older cards, it could be fun to make a janky Rooftop Storm / Undead Augur deck. With a sac outlet, you can go through a good piece of your deck for free and get a bunch of ETB/death triggers. Necroduality lets you keep the zombies you play for 0 mana and sac the tokens, or draw extra cards.
Nice, I mainly play tiny leaders and edh and a little legacy so I haven't been following modern too closely lately. Since you're running fetchlands, maybe a couple off-color shock lands could work? Steering around Fury and Solitude is understandable. As for Tron, Alpine Moon would be a strong include on the draw. You could also delay the opponent a turn for a Blood Moon with a Silence effect or use a Ritual to get it out early, but I know Modern is short on rituals.
This is a cool deck, white adds a lot to the mono red prison deck. I would recommend Swords to Plowshares for removal, or maybe Prismatic Ending (I don't know how good it is in modern.) Eidolon of Rhetoric is good, but the 1/4 body won't do too much and Rule of Law would be less susceptible to removal. Ethersworn Canonist is another cheaper option, but does nothing against artifact-heavy decks and is more susceptible to removal. I don't think Alpine Moon is doing much in the sideboard as you're already mainboarding Blood Moon. Mesa Enchantress might be good if you want to really lean into the enchantment synergies.
Blue would also be a great color to have in that there are a lot of creatures that draw a card on connecting with the opponent. Stuff like Curiosity.
Right now I'm working on partner half-decks, where I can pick two partner commanders and shuffle their corresponding 49-card decks together to make a completely new commander deck. My Bruse Tarl build is similar to this one. It's a deck idea I've always wanted to capitalize on properly. Maybe Shu Yun would make a good commander for stuff like this?
Maybe replace Shock with Firemaw Kavu? It can hit more creatures and leaves behind a big guy that can crew Aradara Express. Both Krenkos are really good at creating goblin tokens. The new Rundvelt Hordemaster can buff your Goblins and make them better at crewing.
Looking at some of my options, there's Treasured Find, which seems alright, but would take out some Golgari slots like Abrupt Decay and Pernicious Deed, which are some of the stronger cards. I really like Reap the Past in Commander, so I might be able to find a slot for it.
Yeah, I've been looking for alternatives to Eternal Witness. I was thinking Gloomshrieker, but a third of the deck is non-permanents. I'll keep looking.
Some late game bombs can be sea monster tribal like spawing kraken and serpent of yawning depths. It's a bit of a stretch, but if you include Palladium Myr as ramp and a couple clone effects like Phyrexian Metamorph (which are good in any blue deck) you can infinite combo with two Myr Galvanizers and a Palladium Myr. It's one of the first combos I pulled off. Mistform Ultimus is a cool commander, have fun with him!
