basically it's a standard goblin deck, with some awesome card advantage to keep up the constant supply of creatures through 4x infiltration lens, that word amazingly with goblin gaveleer. Also, the swords encourage them to block by saying "if i don't block, he gets a creature, and i mill 10. what if he's playing a surgical extration in there? i wouldn't be surprised if he is (even though I'm not)" NOT to mention a sword on a gaveleer... 5/3 TRAMPLE (very important with the sword guys.)
Another twist is through the commanders that I actually play. See, most goblin decks don't ever actually get bigger. they just sit there and overrun with lots of creatures. well screw that. i want my goblins to be bigger, so there's 3 adaptive automatons, and 4 goblin chieftans in there.
also, we've got the obvious teetering peaks and grenade in there, also the wicked powerful bolt. I know there's only 3 arsonists and 4 of the others, but really, he's a good card, 1 mana 1/1 that when dies pings something/something for 1 damage. not bad, but i'd rather play something else if it weren't for goblin grenade. so I guess he's another twist.
eh - the deck does well against a myriad of things. very, very aggressive, and the bolts and grenades + draw can give me an easy, reliable comeback.
it has no SB right now, but in order to play on this sort of budget, it's hard to include one.

right now for now, i'd choose cards like the following:

*** sword of war and peace - awesome against a control matchup that'll HAVE to take care of this badboy or take wayyy too much damage.
*** combust - wicked fun card to beat down blue and red.
*** basilisk collar - for those pesky elves and to help push through gaveleer damage in control matchups
*** dragon's claw - for a mirror match or against big red
*** gut shot - against valakut, you have to lay down creatures fast, and taking out their cobra is a very, very powerful play.
*** lavamancer - good against another goblin deck, or a white weenie deck, or to get in that extra punch against wall of omens and overgrown battlements
*** act of agression - fun against ramp decks, and lots of control decks too. grab an inferno titan or a grave titan, a wurmcoil or something of the like
*** Honestly, I really don't know, maybe some artifact hate like shatter? or some other more powerful / different burn spells? maybe some can't block crab from the spellbomb? ehhh...
