I think it has its place for new or just non-competitive players.In my (and probably most) LGS it's impossible to play casually, because there are no rules for "casual". Long time players will always be in the advantage of having a very large card pool. Their decks will always be more competitive compared to new players. And they have more experience and create more focused decks (and thus hopefully less interested in more casual formats like brawl).By restricting the options drastically, you force more casual decks (or at least you attempt to). Because when I look at what people put into their Commander decks, I feel it has gotten far past the point of being "casual". When I see them playing Commander, I think it's not very refreshing either. Players taking unlimited extra turns and card draws.. or just smashing their commander on the table and make it go nuts. That's not the type of game casual players want to play!That said, I'm not sure allowing planeswalkers as commander or having commanders at all was the best idea. I think a 60-card singleton format (without a commander) would be far more casual and balanced. Because I can imagine playing against decks like mono-blue Baral or mono-red Chandra would not create the best experience.

Alternative routes:- Play cheap creatures and Evolutionary Leap.- Play 4x Eldritch Evolution and 4x Laboratory Maniac with Simic land base.-> Turn 3 LM, Turn 4 EE to IoT, Turn 5 draw and play LM, Turn 6 no draw & Win.But I would go the Eldritch Evolution way and create a real deck, using counters and apostle's blessing to protect your combo.More expensive package could be Esper Gifts (Ungiven) - using Gifts for LM, IoT and Unburial Rights (you only need one of them in your hand).
True, I usually play it with Burning-Tree Emissary (which is not an elf or warrior) so I play both at turn two. Some mana dorks in the one-drop spot would make it possible to play on turn two alongside a one-drop though. You have no card draw, but you have mana sinks, so that's fine... in that case I would personally hold on to the card and make sure there is enough to sink my mana during the turn(s) I can't play it. Just an idea.

Yes, I would remove the sol-ring to make the deck Modern legal.Depending on your meta you could decrease Vapor Snag.Artful Dodge could be replaced by Distortion Strike.
Adding Simian Spirit Guide would help you to get a turn 1 Kiln Fiend :)
Possible upgrades:Wild Guess -> Tormenting Voice OR Faithless LootingBrute Strength -> 2x Titan's Strength + 2x Temur Battlerage

Burning-Tree Emissary gives you 2 when it enters, so ramps only when Panharmonicon is on the field.
Suggestions: Lone Missionary, Mulldrifter, Flickerwisp, Eldrazi Skyspawner.Against creatures: Azorius Arrester, Lyev Skyknight.

In real life: Yes :) In Magic not. You must tap your creature to pay the crew cost before declaring attackers. When you pay the crew cost, the artifact becomes an artifact creature. Then the triggered ability of the pilot triggers granting the vehicle first strike, haste or whatever. From that moment on, the vehicle, now an artifact creature, has no connection to the 'pilot' anymore. If the vehicle dies, the creature you tapped for the crew cost stays tapped and does not die.
I think that if a deck is competitive, it can be done with a tag. Same goes for casual. But I think it's just too much hassle to have to read (or write) some text just too see whether it's a competitive deck or not. When you mark a deck as unloved however, a description should be mandatory to explain why you don't love it or what part you want to improve.. because you are expecting others to respond rather than just look at it. I would read a description if it's short and doesn't go into detail. Let's say 5 lines max. I'm already happy people are taking the time to submit a decklist and making it public. If I am really interested and have questions, I'd just post a reply and hope they have the time to respond.
Looks fun to play, but I would move Decommision to the sideboard and replace it either by 2 createres or 2 Daredevil Dragster's.
I don't fully agree on this. Not all people come here for the same reason. I rarely read descriptions, because they are either too long, too boring, or assume too much. I just come here to look at what cards people are playing together to get some inspiration. I don't care about having a deck that can win, I just want to create decks that could be fun to play and I also have a better understanding by looking at the cards than by reading a description from a person I don't know the experience level from.
The thing is. People who cheat often don't feel like a looser, they just don't care doing so. They see it as a part of life and feel like they outsmarted others. They don't want to be the best for the feel of winning. They either want the price, don't want the feeling of loosing, ... or any other reason. Getting mad has no point either. It doesn't prevent them from cheating. You cannot control them. Cheating isn't fair, but you can't stop cheaters from cheating other than making it harder to cheat. In the end we all cheat from time to time, not while playing Magic or other games, but on tax forms, white lies, ... we just put the barrier between acceptable and bad on another level for whatever reason we feel justified for doing so "because every one else is doing it", "otherwise she gets mad", .. :-)
