I run a Tiny Leader deck with Steel Overseer in it, and Vorel as my commander. Unfortunately, if you want to run him you have to splash some green in. But if you go with monoblue may I then suggest "Freed From the Real"? It can make your Steel Overseer untap for 1 blue mana :)
