You HAVE to use only 60 cards. No less, no more. Isn't a rule... but is strongly recommended. Some lock decks uses 61/62 cards to skip lose a game for mill. Your deck gonna be better if you put only 60 cards.

Instead of Fireball use Kaervek's Torch or Demonfire. Manamorphose is great for dig into your deck. Elves that draws cards when they enter in the battlefield can give you a huge card advantage... Choose only one strategy, or Elfball or Elftoken... and focus on that.
Yes. Use Spidersilk Armor instead Gravity Well too. The same effect in practice with a +0/+1 for all your creatures.
Sylvan Library is the BEST green draw spell ever printed.
I think 4x Nissa is so much... 2x is better, in my opinion. I agree with you, you don't need the Chosens! You can run this deck with only 18 lands and use the extra slots for a B plan or put cards to fetch your elves or even, put some draws spells... In the third turn your hand will be over, you need to speed up your game because there is so much mana to spend!
Put a way to use de extra mana produced. Becouse you don't need this amount of mana production if you don't wanna use (Unyaro Bees, Omnath, Centaur Glade, Call of the Wild, Staff of Domination, Joraga Warcaller, Ezuri, Renegage Leader, Tajuru Strenght, Genesis Wave, Banefire/Demonfire with splash in red, etc.). If you don't draw cards your hand will be finished in the third turn... So, you NEED draws spells! Put some Wirewood Symbiotes to use with the Visionaries as a draw engine and untap your elves to produce more mana (if you find a way to use the mana). I really like Llanowar Sentinel, but Nissa's Chosen can be replaced by another elf with a ability that interacts with the other elves, like a lord or Taunting Elves, Copperhorn Scout, etc. For sideboard: Some decks based on flying creatures can make you suffer, Spidersilk Cloack is good. Also, Wellwisher is good in almost any meta. Mass removals is the great weakness of the deck. Caller of the Claw is the best against this. Think in a way to protect your elves from creature removals and a way to deal with artifacts.

And when your hand is over? If you don't draw cards your hand will be finished in the third/fourth turn... So you gonna keep waiting to draw in the next turn and gonna lose the game, certainly.
First, test your deck, play several games and find what you like or what strategies will you prefer. Find what works in the games and what don't work. So, start with the advice of the guy above ...
I don't like Turntimber Grove and Strenght of Tajuru. Strenght of Tajuru can target Joraga Warcaller only one time and Turntimber Groove enters in the battlefield tapped... Ezuri, Renegage Leader is a great card to use as a finisher with your army. I think that Bramblewood Paragorn is a waste of room. You only use the ability of Paragorn with Warcaller and Vanquisher, instead of this you can put Gilt-Leaf Archdruid to take some card advantage. You already have 10 druids, so, I will suggest +4 Llanowar Elves, +3 Gilt-Leaf Archdruid and -4 Bramblewood Paragorn, -3 Turntimber Groove. With 17 druids you can draw some cards... Also, Regal Force is awesome! So, +1 Regal Force, +2 Wren's Run Vanquisher and -3 Strenght of Tajuru.

Man, I think two cards discarted is a high cost to use such ability, and usually in a elf deck you don't have cards in the hand because is a very fast deck, this will make you wait one or two turns to draw and use the ability, and in this turn you can loose the game. Instead Latulla you can put Bloodshot Cyclops or Brion Stoutarm to use with Unyaro Bees or other pumped elf (pumped with Timberwatch Elf). If you like pay mana for X damage put a fat guy like Flameblast Dragon. Pain Kami, Goblin Dynamo and Cinder Elemental can be used too.
Yeap... It's a problem, but with Sylvan Library you can solve this... Also, you can use Mirri's Guile or Gilt-Leaf Seer too. Put 2x Taunting Elf to let your elves pass and do more damage. And take off the red cards. Make a mono-green elf deck, trust me, it's a better choice with this strategy. Try don't bury your entire deck, so to use the extra mana produced by the channelers try Centaur Glade, Killer Bees, Unyaro Bees, Omnath, etc.

Put some draw spells to get card advantage... Ezuri's Brigade isn't effective with only 3 artifacts in your deck. And 57 lands are too much, only 40 is enought.

Elves are a really strong type of tribal deck. But if you want to get a competitive deck you need some changes like 4x of a kind of good elves, draw spells to get card advantage and a strategy (agro, combo, life-gain, etc.)...
