Might want to consider putting curiosity in there as its an infinite combo with your general. Maybe take out divination?

First of all you have to many land stop at 33 thats enought, with those seven cards left you can put ( Curiosity, Ophidian Eye, Dream Halls, Leyline of Anticipation, Mind Over Matter, Tandem Lookout, Quicksilver Dagger ).
Second you can switch, Ponder for a Serum Visions, Divination for a Brainstorm, ...... Hummmm well fuck it about that you already have to many blue cards for that and i like your diff-spin in your deck thats a Wind of change. :)
All i have to say it's think about put some more red cards in it, good deck !

Check my ( Niv-Mizzet, the Infinity ) EDH deck for some idea's and question's.

I couldn't really think of good red cards to put in.
I wanted to put faithless looting, but I placed think twice instead.
Those cards you mentioned looks pretty good. I'll replace a few lands for them, wasn't sure how many lands I actually needed since this is my first EDH constructed deck lol

I reduced the Land Base, and added a bit more utility to it.
I also added the cards you mention that would help combo with my Commander. Btw, does the ping dmg from Niv-Mizzet count towards Commander Damage?

Leyline of Punishment, Blasphemous act and isachron scepter can be worth considdering to. But I might be wrong. I just miss boardwipe and greed (not the card) in this deck:P

not really sure of Blasphemous Act, because none of my creatures can withstand 13 damage. Isochron Scepter could be a 'maybe' for continuous Mana Leaks or Twincast

Commander dammage it's always combat dammage, the ping of Izzet it's not combat dammage so ...... ( see commander rule )

While Martyr7 is correct on the commander dammage that does not mean you can't trigger a draw of say 50 cards and just burn people to a non commander but rather regular death.

This post will be long and I appolagize but I think it's nessecary. Oh and btw you need to loose labratory maniac. You're never gonna get milled out or mill yourself completly out without the enemy waiting to doomblade\shock\path to exile\bounce\fight just as you draw the last card.

The point of Blasphemous act is that none of your creatures and none of his or hers survive. It's a boardwipe and since you do not play white you can't play Wrath of God or Judgement Day. It's simply a fact, against creature based decks boardwipes will win or loose the game. There are versions in blue that bounce everything though. If you don't know the value of boardwipes I'm not sure I can explain it without sounding superior but if you'd really like to keep your creatures here are some alternatives that blue can use.
Ratchet Bomb:
{T}: Put a charge counter on Ratchet Bomb.

{T}, Sacrifice Ratchet Bomb: Destroy each nonland permanent with converted mana cost equal to the number of charge counters on Ratchet Bomb.

Dissipation Field:
Whenever a permanent deals damage to you, return it to its owner's hand.

Upheaval:
Return all permanents to their owners' hands.

Evacuation:
Return all creatures to their owners' hands.

All is Dust:
Each player sacrifices all colored permanents he or she controls.

Worldpurge:
Return all permanents to their owners' hands. Each player chooses up to seven cards in his or her hand, then shuffles the rest into his or her library. Empty all mana pools.

A personal favourite----->wash out:
Return all permanents of the color of your choice to their owners' hands.

turbulent dreams:
As an additional cost to cast Turbulent Dreams, discard X cards.

Return X target nonland permanents to their owners' hands.

Cowardice:
Whenever a creature becomes the target of a spell or ability, return that creature to its owner's hand. (It won't be affected by the spell or ability.)

Gigadrowse:
Replicate {U} (When you cast this spell, copy it for each time you paid its replicate cost. You may choose new targets for the copies.)

Tap target permanent.

and lastly more of an izzet thing: livewire lash: Equipped creature gets +2/+0 and has "Whenever this creature becomes the target of a spell, this creature deals 2 damage to target creature or player."

I looked at Lab Maniac as a win con incase I decked out, but then again... you're right. He's really prone to removal.
I have 3 field wipes: Cyclonic Rift, Wash Out and Devastation Tide, could add more since it's a 3/99 chance of getting atleast one
Quick question about Dissipation Field, would it apply to planeswalkers as well? I.E Chandra's ping abilities

For the ``Dissipation Field``, yes if any permanent deal damage to enchanted player return...... ``Planewalker`` are permanent so you return that card into your hand.

You dont need to destroy your ``Laboratory Meniac``, simply put a ``Ulamog, the Infinite Gyre`` and or a ``Kozilek, Butcher of Thruth`` for a real infinite combo.

Btw carefull when you discard your card's at the end phase, keep and discard your Eldrazi at the end.
For low budget you can put a Reminisce and or a Elixir of Immortality.

If you already have no maximum hand size ``Reminisce`` will be better and oh dont forget to put a ``Minamo, School at Water's``. :)

Eldrazi Titans are pretty pricey, then again... so is Snapcaster and Cryptic.
I probably think about adding the titans. So far, I have about 6 board wipes... should be enough, right?

Well yes it's enought but think about switch ``Devastation Tide`` or ``Aetherize`` for a instant like ``Boomerang``, ``Into the Roil``and or ``Disperse``.

Think about a ``Forbid`` counter ( when you have a full hand ). :)

I prefer ``Mystic Retrieval``and or ``Call to Mind`` than a ``Snap Caster...`` snap... is good in Construc mode.
