Ok, I need some advice as to how to build a deck around this combo... Sanguine Bond + Delusions of Mediocrity/Illusions of Grandeur + Tainted Sigil. Gain 10 or 20 life, deal 10 or 20 damage, then, when the blue enchant leaves play, make someone lose 10 or 20 life.

Fill it with counters, defenders and creature control. You just need to keep your opponent in check while you gather the resources to play Sanguine Bond. Counters will be especially important to ensure your opponent doesn't destroy your enchantment - without which the deck will be rendered ineffective. Might be nice to throw some lifelink creatures in, too, more ways to gain life. (Vampire Nighthawk is everybody's favorite right now).

Donate: gifting the Illusions of grandeur to another player means you get the life gain while the other player is left paying the cumulative upkeep cost trying to stave off the loss of 20 life, it also works with the mediocrity but the effect is lessened due to the lack of cumulative upkeep.
Agreed. Souls is going in. As is Absorb, Ajani Goldmane, Cradle of Vitality, Dromar's Charm, Heroes Remembered, Offering to Asha, Overrule, Punish Ignorance, and Roiling Horror. Now I might need some advice on what to remove...

wall of reverence for the life gain and some way to get a couple of alright creatures like a white knight or something with decent attack like 3 should work but 2 is fine, and put doubles of your original combo other wise you could be caught in a shit storm
