Honestly if your budget for an EDH deck is 20$, you probably should consider a different format. However this deck has some actual potential at the kitchen table. While Niv-Mizzet the Firemind isn't the most powerful izzet commander, he can work well on a budget. With this deck we are looking to keep ourselves alive and eventually win out with a combo.
We are looking to assemble the following combo:Curiosity/Ophidian Eye/Tandem Lookout + Niv-Mizzet, the FiremindIMPORTANT: With Curiosity/Ophidian Eye the draw is a may ability so you can stop drawing to not lose, but with Tandem Lookout you HAVE to draw the card. To circumvent this, just use Niv-Mizzet's ping on himself or another creature to not die of mill.With this combo on the battlefield, whenever we draw a card we ping the enemy with Niv-Mizzet, drawing us another card. We can draw our whole deck and deal damage equal to the amount of cards in it divided among our opponent's life totals. Usually this doesn't kill everyone, but if you afterwards play Whirlpool Rider to deal damage equal to your deck AGAIN, it should be enough. Or maybe they have even more life? Not to worry, simply use Inner Fire shenanigans to create a ton of mana and use an X damage spell to finish them off. If for some reason an opponent has way too much life, you can create a ton of mana with Inner Fire shenanigans and make them lose to drawing too many cards with Stroke of Genius.If you can't win outright when assembling the main combo, you should look into how to create tons of mana with Inner Fire. One extremely simple way to get infinite mana is:Inner Fire + Commander's Sphere + Elixir of Immortality With this combination we use Inner Fire for mana, cast sphere and elixir. Then we tap the sphere for Blue/Red and crack it, while the draw trigger is on the stack, we crack the elixir. Then you draw a card off the sphere, which triggers the Niv-Mizzet + Curiosity combo, drawing your whole deck/graveyard again.If anything is unclear or you have some other questions, feel free to ask in the comments!
