There's no legendary creature to take the role of commander. If you want a commander with Cascade, try splashing the deck with a bit of agressive blue, and go with Malestrom wanderer. If you want a red and green commander... well, there are only about a million of them out there. Borborygmos, for an example.

This person has made a pauper edh deck, I can't say I know all of the rules for this variant but one of them might be no rare/mythic leg creature for the commander.
But there does exist legendaries of common and uncommon rarity. They are as useful as their rarity indicates, yes, but why call it EDH if you're not using legendaries? Then it might as well just be a regular 100 singelton format.
Well it's like I say, IDK about all of the details of how and why this variant work out and I have been known to be wrong in the past about a lot of things so I am just trying to give an answer (any answer) as to why this person did what he or she did. Perhaps they could have used a leg common or uncommon and chose not to, really who the hell knows but what I do know is that I am not going to look up the rules for pauper edh (partly because I don't care, I was just trying to be helpful but it looks like it has been to no success). It would be nice if the author of this deck would give us an assist and look at the comments that are here and enlighten us, that way the two of us can stop going back and forth about something we know nothing about.
Ah. It seems, in pauper edh the commander is to be any non-legendary Uncommon card, and the other 99 is common. Thanks for your help, i wouldn't have figured this out otherwise.
