That's the idea. and if you are forced to discard, then library of Leng means it goes to the top of your library.

I really like the idea behind the quickness of the deck; but because of my bias, and the fact that my first deck was built around using Mesmeric Orb is there a place for it here?

If you Switch out a wear away and one of the guildmages then I cant see why not.
maybe sideboard it.

another sideboard idea would be Arcane Laboratory. Keep the opponent to casting one spell a turn. Although you are kept to one spell a turn as well, you can splice and get 2.

I.E. you had consuming vortex on the scepter. Before the attack phase you returned a creature to his/her hand and then splice Dampen Thought to mill 4 cards. Then on your turn your free to do whatever you want and splice Dampen again.

Arcane Laboratory even works with Djinn. Since Djinn copies spells, they're never cast. You never played more than just that single spell. Suppose you had Dampen on the scepter. Use the scepter and copy it 2 more times. Ouch for them eh?

I looked up the rule book today just to see. 702.54
