Tidings > Jace's Ingenuity in my opinion, instant speed does not make up for that last card.However, it's odd that you will have this with no counters, that's pretty Jace-ish. I'd run maybe one less of each Planeswalker and lose Lilliana's Shade for maybe some Psychic Strikes, to help accelerate mill.

Well its a bit of both it could editing though i made this off the top of my head
It's hard to tell what the strategy of this deck is - is it a draw/discard burn deck, or is it a mill deck, or both? Although both of those types of decks work very well together, I think you need some more potent cards in order for it to work. I have listed some cards to give you some other ideas.
