Firstly I'd suggest having a commander.
You have to cut Slippery Bogle.
The sadness of all those who play is worth every penny for the cards. The 600 sleeves I've had to buy, not so much.
Loss the Vampire Nocturnus and add Bloodghast. Bloodline Keeper might also be good.
I'd consider Mobilization.
Can't have Rubblebelt Raiders, Ready//Willing, Irrigation Ditch, or Tinder Farm.
Undead Alchemist and Rooftop Storm.

I don't suggest splashing black for only three cards.
Firstly you're splashing black for a single card. That's bad. Switch out your non-basics for mountains and swap Spike Jester for Rakdos Shreadfreaks.
True enough. I don't have any Reckoners, and they are very expensive.
That's really a play style choice I think. Ponder gets you an extra card, but preordain can help with raw consistency. Halimar Depths is a land that basically functions as a toned down ponder.
Searing Spear over Volcanic Hammer. Spear is the same effect, but instant speed.
Crystallization and Sangrite Backlash can't be included because they're off commander color.
God damn it.
Curves are you lossers. Keep the Surges. Also, Carnival Hellstead and Chaos Imps are good curve toppers.
Because of that word "budget."
Needs a way to push through damage. Madcap Skills for example. Also, removal; more of it. Some way to screw up an opponent's graveyard, Crypt Incursion. Maybe replace Pyroconvergance with Gutter Snipes, and capitalize on all that removal.
