It's for exercise. There are abilities like: You may exert Watchful Naga as it attacks. When you do, draw a card. (An exerted creature won't untap during your next untap step.) or: You may exert Trueheart Twins as it attacks. (It won't untap during your next untap step.)Whenever you exert a creature, creatures you control get +1/+0 until end of turn.It won't untap during your next untap step. This is also in abilities as a penalty. But we don't mind because it is untapped by Arachnoid Adaptation or Synchronized Strike cards and so on. I hope you liked it. Thank you!

Cards like Seedborn Muse, Paradox Engine, Quest for Renewal, or Awakening can untap all your creatures at once, and Throne of the God-Pharaoh can sting your opponents for each tapped creature you control, which can help you get in a lot of extra damage. I would run all 4 copies of Combat Celebrant, since it untaps all your creatures, and you can choose not to exert them during the second combat. It can basically let you exert, and then attack regularly without exerting. Glorybringer is an exertable creature that provides you with some creature removal, as well as having flying. Also it feels like a no-brainer to replace Shock with Lightning Bolt. I like this deck, hope you have fun with it!
