I'm still not sure I precisely understand... So I apologize if my comments are slightly off.1.) These aren't the original planeswalkers.b.) These aren't all of the planeswalkersIII.) Do you want to create a deck surrounding these planeswalkers? If so the deck archetype is called "Superfriends". You should look at ones others have built.

I also just remembered Academy Ruins, yet it is expensive; however! it's little brother isn't... Meet Buried Ruin. Ill try and suggest. First off Lux Cannon or Ratchet Bomb, both is just too much removal and it'll end up being a dead draw. Personally I'd suggest Lux cannon, sideboarding Ratchet Bomb for those pesky token decks. With these free slots I'd add to Energy Chamber and/or Power Conduit as both of these increase the tempo of your deck.I am not a fan of your Ion Storm, here's why it's RR3 or five mana cost AND removing a charge counter for TWO damage. Granted it's permanent... still there's things I'd rather have instead. Chalice, Everflowing Chalice... Here's why ~Mana Ramp!~ ... OR ... There's this wonderful Myr who goes by the name Galvanizer and what's he do? Oh he just untaps other Myr... That's right! For abusing Coretapper. Speaking of abusing Coretapper: Unwinding Clock, untaps all of your Artifacts on your opponents turn... Lux every turn~I mentioned lands earlier, well Mirrordin printed a set of artifact lands... With Unwinding clock, that's known as synergy... Replacing eight lands respectively with the correct colour producing lands.On a personal note, I much prefer Magistrate's Scepter to Darksteel Reactor, but that's all preference.
As far as creatures, you have a fairly good idea. Shardless Agent exists, if you'd prefer a creature instead of instant/enchantment for your three slot, infact you may want to replace Bloodbraid with Shardless. This way you could use typical ramp (I.e: spirit guides). Griselbrand Is a VERY VERY amazing card for draw... you may want to think about that for your fatties.
In the idea of lands Hypergenisis usually uses City of Brass and its kin.

Yeah I understand that pain.... Okay cheaper wise: Any of the mana batteries, or Everflowing Chalice for ramp. Ratchet Bomb, Lux Cannon for removal. Culling Dais for draw. Door of destinies for Overwhelming myrs. Magistrate's Scepter... cause who doesn't like taking extra turns.
In this same idea lotus blossom can be reshaped for zero.
Midnight haunting is an instant, and splashing black is a pain... but the mana cost for producing four spirits for five mana is better then eight. Nor have I had the need to have creatures "RIGHT NOW!". Thanks for the comment though.
What advice are you looking for, it looks good to me?
Believe me I understand the idea of casual and budget, but to amp it up have you thought about Umezawa's Jitte?
If you went for a heavier zombie motif, Gravecrawler would love you.
Well, is that the case if you're always untapping your lands?In my mind here's how it'll work. Turn two: High Tide, Cloud of Faeries, (untap lands), Frantic Search (untap two lands, draw two) (one mana floating), play Peregrine Drake. Also combos with Palinchron for infinite mana.
Hightide for some major ramp? It'd also fill in your last four slots.
Sideboard choices here would be nice.
