I'm a fan of Levitation in any blue creature-heavy deck. Call to the Grave and Endless Ranks of the Dead are pretty inexpensive, too, and are both brutal.

Rooftop storm, grave crawler, blood artist and then any creature/permanent that lets you sac creatures.Sacrifise Grave crawler. Opponent loses one life. Cast crawler, sac it and keep going till enemy is dead.
Yes, but Grave Crawler is far away from budget.
3 bucks now which isn't terrible, but I bet it falls to half that post-rotation.
