Based on the idea that Mirri gets stronger with each creature she attacks. Trying to play off of provoking small creatures to attack and then making Mirri swing through unopposed. Keep in mind that these are all cards I have, or do not mind paying for because they are cheap. Also, I am on a tight budget and do want to spend as little money as possible to make this deck work.

Sure, I'd love to help. What I did for this is look at what I want in my EDH deck and look at what I actually had. Then I went on "The Gatherer" and typed in what I was looking for (mono black vampires or kill spells) and then I looked at prices to see what I could reasonably get a hold of. The big thing for me is that I have a pretty big wishlist of what I want to see, so I had to figure out what I could actually buy or trade for reasonably.
very low cost, however, ive seen alot of mirrri edh decks lately, along with animar, and slowly less and less generals are being used, id like to see something grandly origional for an edh, something fun that not many people use, i like the deck idea, just not the inorigionality of the general, sorry
Honestly, I'm only using her because black happens to be my color and I like cats. Vampires are sugar coating. Had I been playing several years ago I would have made this deck much sooner, but I only just found Mirri the Cursed. She fits what I've wanted in a general... perfectly.
Some suggestions: Grappling hook: forces blocks and gives you two counters per block. also a budget card unnerve: field effect discard is better than single target mass discard. budget card lashwrithe or nightmare lash: excellent equipment in mono black and gives ridiculous boosts. both are budget but nightmare lash is cheaper Infiltration lens: the "other" skullclamp. budget card Kalitus, bloodchief of ghet: big bad vamp on a mission. relatively budget hex: "for when killing five just isn't enough"
Thanks for the suggestions. I had originally meant to put in Grappling Hook, but I guess I forgot. Unnerve is just what I was looking for, thanks a lot for this one. I need more area effect spells. I'll use both the lashes, because I already have Lashwrithe and Nightmare Lash isn't all that hard to get. That should give Mirri quite the punch. I don't plan on letting them block Mirri in the first place, but it would be a good draw engine. Kalitas is awesome, but I don't feel like spending money on him; if I can pick him up in a trade (shouldn't be too hard), then I'll definitely use him. Haha, Hex is perfect. 5 is never enough for me!
No problem. Oh, i just remembered: Nemesis Mask
That is officially an amazing card. I really need to get a hold of one of those.
Hmmm. All I can really contribute to this deck would be adding grave pact. It's a little expinsive but not terrible, 2-3 bucks. Its one of my favorites, a great field effect enchantment. Besides that, bitterblossom is basically a standard card for black EDH but it's expensive so you could either save up for it or just not worry about it. Could you maybe give me some help on the EDH I'm building now? http://www.mtgvault.com/ViewDeck.aspx?DeckID=234109
I'll keep an eye out for both of them but as you pointed out they are a little expensive. I will definitely work on adding more field-effect spells and enchantments to this deck so long as they do not hurt Mirri too badly. Thanks for the advice, I like both of those cards you suggested and will try to add them in due time.
