No win condition whatsoever. You can't rely on clone mechanics like that to win the game, because you should be countering everything they play anyway. Ditch the Puca for Sphinx of Jwar Isle, and those Sower for Lullmage Mentor

i think you should run 24 - 26 lands the deck wont run with just 18 lands and you need draw spells
Ignore glanth, you would need 20 lands tops, if you are lucky / strategically mulligen 18 lands should do fine
Yo looks pretty good, you have a lot of counters which is good for a counter deck but I also thing you need some draw spells. Also rather than 18 lands I would put in 20, its your choice but I just thing 20 would work better. Finally what exactly is your win condition? Just to counter everything and use the Sphinx and maybe the Mentor to take them out? I think that might work but you should get some draws spells so you can get him out faster so it doesn't turn into a long drawn out game. Don't forget to also comment on my decks :)
Maybe make it a U/W control because in my experience blue counter decks can't counter every little thing. Maybe the whites could let a few things stay a turn then kill it in case you don't have enough mana to counter. But who knows I'm a newbie lol
You may want to look at Stormtide Leviathan. its high cost but it should add a little bit more power to your deck.
if it were me i would drop the Unsummon for the Stormtide Leviathan.
