I've been trying to come up with different ways to use manifest or morph, and for budget the Jeskai Infiltrator is an intriguing variation. I added Break Through the Line to make him unblockable and went from there. I haven't actually built or played this deck; comments are welcome. Goal 1: Build a Standard deck for under $20 (mid) using only Tarkir block so that nothing rotates out soon. Goal 2: Build a manifest deck around Jeskai Infiltrator with some uncommon synergies. JI is a little expensive to use at 3 mana (or 4 if you make him unblockable) per use of his ability, but considering you effectively draw and play an extra card each time, it's worth it. Once you get one or more manifests next to him, blocking them becomes a game of chicken. The Atarka Efreet are high destruction value flips, with a potential for 7 damage, or 13 if you can catch one with Rageform. Lightning Berserker is strong from face down or from the hand. Ire Shaman gives you card advantage for cheap, and as long as you have 4 mana you can play anything she draws. The blue creatures are walking counterspells. I feel like Stratus Dancer is undervalued as a utility. Kheru Spellsnatcher has a devastating tempo break in its flip ability, but at 6 mana it's hard to use. With manifest you can pay a more reasonable 4 instead. [Edited] Sideboard has some meatier creatures in case your opponent is killing things too easily, and some fast blockers in case you are getting overrun early. Silumgar Spell-Eater is a faster replacement for Kheru Spellsnatcher, or you can double up if you're playing a slow control game. Ancestral Statue can bring a face down card or Cloudform/Rageform back to hand.
When playing this deck, I would usually value manifesting over playing creatures (other than JI) from hand when you have the option. And always wait to flip things up until the best possible moment. BTTL can make manifests unblockable but it can't target most of the creatures face up. Your element of surprise is important if you are going to win against good opponents. Play it like poker. If your face down card is just a land, don't let your opponent know that, and he'll have to consider the possibility that it could hit for 7 or counter a spell. All of your creatures other than KS can flip for 3 or less, so keeping mana free enhances your options (or makes your opponent think so). Don't overuse BTTL when you can maybe sneak a creature through without it and also pay a morph.
