Awesome! I've been waiting a long time for a Modern Isochrontrol deck featuring Dawn Charm or Dash Hopes to just own them. However, the only way I see you winning is maybe mill them out with Jace or beating in with Snapcaster. If you're on the mill plan, you can put in some Nephalia Drownyards. Also, I would say Angel's Grace over Silence. It can't be responded to, and on the Scepter they're basically "you can't lose the game." Also, you can play Muddle the Mixture to tutor the Isochron Scepter or something to go on it; plus, it's half-playable on its own. So, in general . . . -2 Venser (he's flickering Snapcaster, or what?) -1 Glacial Fortress -1 Drowned Catacomb -2 Dimir Charm -4 Silence +4 Muddle the Mixture +2 Nephalia Drownyard +4 Angel's Grace
Nice deck! Maybe play Faithless Looting over Desperate Ravings. It's more reliable, and it doesn't compete with a turn-2 Electromancer.
Considering exactly 1/3 or your deck is creatures, you could add Domri Rade over Xenagos.

Maybe throw a Psychic Spiral in there. It has the potential to mill fourteen or fifteen cards, and you won't have to worry about drawing stuff that's already in your hand or in play.
He's right, cascade has been used as the basis for Hypergenesis decks. It works.
