Windbrisk heights allows me to get high mana cost cards sooner than expected (raise the alarm you get 2 soldiers then attack with another 1). For the setup time, I have a couple of low cost that allow me to sustain early aggro but as I said this deck is slow but powerful. But for your deck, you should consider the Forbidding Watchtower, if you have extra mana, getting a 1/5 on demand is great.

I must say I love Soldiers deck, yours is simply lacking one thing, high mana cost, Most of the soldiers are weak and you need cards such as Captain Of the Watch or Conqueror's pledge, maybe have less allies and focus on the soldiers aspect since the allies only get really good in allies only decks. You need also some utilities cards such as Brave the Elements, with it you can easily go in an all out attack most of the time. Nice Idea, however I would have some recomendation -Replace unsummon by Vapor snag, its the same thing but the opponent lose 1 life -MindCulling cost WAY to much of mana to be efficient get some Visions of beyond (U: draw 1 but if a library has <20 cards you draw 3) -Piracy charm is cool but there is another charm that could be used as a milling spell Vision Charm -You are NEVER gonna cast Jin-Gitaxias before you die or the opponent does. -2 traumatize are enough for a mill deck, (% of draw and effect wise) -Since you are playing legacy, get some REAL counterspell in there or at least a counterspell with a twist. -The shelldock isle is good but not with 4 in a deck, as you are potentially putting some good cards in the bottom of your library. -If you really want to optimise your hedron Crab, get some fetch land (Terramorphic or the *lose 1 life* stuff) as you get the double landfall. -Last but not least, you need more mill spell than tomescour, archive trap isnt reliable enough and traumatize only worth casting once. The meaning of this is simply to fetch one using Enduring ideal, and even that it is simply to make your solitary confinement last forever, but you can still use Form of the dragon right away to kill your opponent if you know they have nothing to disturb you
Honestly this is more of a control deck than a mill deck simply beceause : 1-You don't have enough creatures to kill some1 2-Your only mill card is a planewalker that cost 5 mana to play also, 4 day of judgement is way too much, cut 2. Your mana curve is also very high and I think you lack mana acceleration (chalice wont supply it) If you want a Mill deck, at least throw 2 traumatize in it, or else you'll have a hard time Milling some1. Maybe try Frontier Guide to force the landfall, it's only basics land however, you judge
I'd remplace phantom warriors with metharan soldier (2 CMC 1/1 unblockable) and add some Ornithopters (0 CMC 0/2 flying) great with ninjas.
