Have you play-tested this deck at all? It seems a little short on lands.Also, you have a few sub-par slivers in the list that don't provide much benefit, or potentially put you in more danger than your opponents. For example, the Shadow Sliver, while great for you, makes it so you can't block a table full of opponents either.One or two things I've found to be wonderful in my Sliver deck are Amoeboid Changeling and Seedborn Muse. Amoeboid Changeling can help give or take away creature types, which can help you steal creatures with the Overlord, or protect something like Seedborn Muse. Also, I can not tell you the number of times Seedborn Muse has given me a lock. Being able to get all your mana and creatures untapped each turn allows you to pull and cast slivers on other people's turns, giving you a potential lockdown.Mana Echoes will definitely put a large target on your head, which you'll most likely already have just by playing Slivers.
You seem to have trailed off there a bit... Anyway, this is my decklist as of the breakdown of this deck. While it had a few good runs (Infinite combo with Altar of the Brood, Duskmantle Guildmage, and Mindcrank) and (King Macar and Pemmin's Aura), this deck sat on it's behind most of the time, always trying to play catch up, and pissing people off a lot in the mean time with some general mill effects.If I were to revamp this deck a little, I'd probably pull things like Altar of the Brood and Mindcrank for a few protection spells, like Propaganda and maybe a counterspell or 2, or some GY recursion.
After some testing, I found Phylactery Lich does not much. Thornbite Staff is really only good for creatures that can tap:kill, and Tree of Perdition, while fun, is kinda hokey. I have a Mayael deck, http://www.mtgvault.com/masterj/decks/party-with-mayael/ which has long been the bane of my playgroup. I recently swapped a few cards around, and realized I was running too few land (upped it by 1 or 2). Still does well. Still, I get a bit of hate in general for running Iona, and a lot of people really dislike Bane of Bala Ged, so be careful of that. You could replace them with more general things, like Spellbreaker Behemoth and whatnot.
This idea seems pretty good. I would consider pulling spells that Reanimate, and use more creatures that bring things back (think Phyrexian Delver), since Meren will be bringing back your stuff most of the time. I'd also consider replacing Greater Good with Vampiric Rites. Most of your creatures are too small to be worth saccing to Greater Good, and the few creatures large enough, you generally want to keep around. Have you played this deck yet? Seems like it would play a little slow. No mana rocks, none of the low costed land fetch.

I feel like I have too much ramp, and not enough power to kill people. What do you think?
Can't run Nomad Outpost, as it produces white mana, and you can't have mana symbols outside your commanders color identity.
