A control deck wants to survive the early game so it can dominate (also called control) the late game.
That is accomplished by playing creature removal and counterspells.
In the late game, it will crush the opponent with Superior lategame spells/creatures. To make sure that a control deck always have the right answers and finishers, it is necessary to play card draw spells. The late game is defined by a high number of lands, and a control deck needs lands, therefor; a control deck plays 23-26 lands. Period.
So a control deck consist of these elements:

1. counterspells (stack control)
2. removal (board control)
3. card draw (to ensure the board and stack control always are available)
4. Finishers (to actually kill the opponent, when the control player controls the game)
5. lands

winter orb is bad in this type of control, because its a symmetrical LD effect this deck cant handle.
