This seems like a good deck especially for budget, but I think you should definetely add a consuming abberation into the deck it is such a good card for only 2-3 dollars on amazon. You should probably swap out one of the mirko vos cards for it since you can't put out more than one of the same legendary creature on the field at one time and you could be holding onto the extras in your hand for a while when you could have a more powerful card milling and killing at an alarming rate instead. Whatever you decide, good luck out on the battlefield!

One card (or technically, half-card) that comes to mind is Breaking in Breaking // Entering. Its 1 B and 1 U mana to cast, and it mills 8 cards off of an opponent's deck. I think it's pretty good for early game, and I think they could fit in your budget at around 50 cents a card.

I would take out 2 lands, and 2 psychic delusions if you want a full set of breaking. It's a tough choice between breaking and psychic delusions, but basically it depends on how many creatures you have that could deal damage, and would they survive long enough to make it worth it. I leave it to you to figure that one out.

There's a lot of cards I see in here that I used to run, but for milling (Kill/Mill is a bit different but still) they aren't the most useful. One is Jace's Mindseeker. Sure the idea that you can mill some one just to use there spells against them is fun, but for a 6 drop it's a huge gambling risk.

Some cards I would recommend, especially for consuming aberration and Mirko Vosk is both Strionic Resonator and/or Illusionist's Bracers. There very cheap, in money and in mana, but being able to hit someone with an unblockable Mirko that makes them mill til the reach between either 4-16 lands is soooo much more satisfying.

Another card is mind sculpt. Fun little 2 drops for milling 7 in early game to beef up that Consuming. Those ideas for Breaking are also a good idea as well.

A Wall of Frost to slow down the enemy may work in this deck. Voyage's End also helps gain control of the board when the opponent sends out a big threat. Hopefully this helps a bit!!
