Why can't they play spells?

when they cast a spell, it gets exiled from knowledge pool. then the spell that they would be playing from knowledge pool is put on the stack as an instant, but your opponent can only play spells as a sorcery from teferi, so that spell just goes back into exile
Does it actually make it an instant? It just looks like they choose a different spell to cast, as a sorcery.
