Pretty nice idea to put it in burn with a lot of painlands.
If you encounter moon it's not crippled.

Some of the modal lands acts as a heavier type of painlands, so they could be a further way to develop this.

But...
I've recently taken a look at a lot of 2nd place burn, because it's then possible to see what defeats burn.
The answer in almost all cases was lifegain. And with scourge of the skyclaves tied upon the opponents life, lifegain will be an even greater vulnerability in this case.

If lifegain does become more relevant in the modern meta, then more Skullcracks it is! We could even swap some Eidolons for some Skullcracks in the maindeck! :)

Nah, eidolons to important, and does forward your goal.
Attarka's command with skullcracks might be necessary.

The cut would have to be in cards with no impact on the meta, like lavaspike or (gasp) lightning bolt.
Rift bolt serves a purpose against chalice of the Void.

The biggest life gain colour is white which has heavy enchantment removal, black is second and has a weird counterspell that makes you lose life and has permanent removal, and green has heavy enchantment removal, so I don’t think it’ll hinder lifesaving to much

It might just be me, but I kinda feel like you need more mutual damage with something like Flame Rift so that your life total isn't high enough to inhibit the Scourge.

Anyways, since my post "evolving modern burn" amulet titan has adapted by starting to use radiant fountain and obstinate baloth. Both of which are comes into play effects. It plays with 1 of the lands in mainboard, one in the sideboard and a baloth in the sideboard. With such low protection it must be winning most trough valakut, so it would be a good testdeck to test out the scourge against

The deck must maintain a balance between exploiting scourge when it is possible, but must also be able to avoid lowering its life count when scourge isn't drawn.

Street wraith would be another way to lower your life.

Perhaps Street Wraith could work, but I'd like to think that Scourge of the Skyclaves is more of a Plan B kind of route when things go south! :D

Yes, and with so many variants of burn out there with lightning helix, it seems that this deck also needs the extra life in mirror matches, against amulet and other fast decks.

I think the main problem in this deck might be that both monastery swiftspear and scourge of the skyclave wants to twist the deck in each of their directions.

Burn with focus on swiftspear has manamorphosis and mishra's bauble for example which also brings some immunity against chalice of the Void. With green in it it can use both attarka's command and destructive Revelry.

One solution might be thoughtseize, it supports both swiftspear and scourge, and prevents either lifegain, combo or burn, and lowers our life in preparation of playing the scourge.

Inquisition of kozilek will soon have a crisis as modal cards can be set to have lands as the face card but their spells can be chosen when the card is played. This will mean that inquisition cannot deal with these cards, which will be a further reason why people wont resist playing them.
